By empowering local residents and businesses to actively participate in the energy system, these communities are redefining the way energy is produced, consumed, and shared.

At the heart of this transformation lies the concept of local energy markets. These innovative platforms enable peer-to-peer energy trading, allowing community members to exchange renewable energy credits, flexibility services, and other energy-related commodities. Policy and Governance

In recognition of the potential contributions of energy communities to achieving a more secure, affordable, and cleaner energy system for Europe, the REPowerEU Plan has set the shared political objective of establishing at least one energy community per municipality with a population of more than 10,000 by 2025.

To bolster this goal, the European Union has introduced several policy and regulatory measures to support the development of energy communities. The Clean Energy for All Europeans package, adopted in 2019, laid the groundwork by introducing the concepts of citizen energy communities and renewable energy communities into EU legislation.

Building on this foundation, the recently adopted amending Renewable Energy Directive (EU) 2023/2413 further enables EU countries to promote energy communities in offshore wind and district heating and cooling networks. The recast Energy Efficiency Directive (EU) 2023/1791 and the recast Energy Performance of Buildings Directive (EU) 2024/1275 also recognize the role of energy communities in advancing energy efficiency and renewable energy integration in the built environment.

These regulatory frameworks are complemented by initiatives such as the Energy Communities Repository and the Rural Energy Community Advisory Hub, which provide technical and administrative support to local actors and citizens interested in establishing energy communities. Additionally, the European Energy Communities Facility, launched in 2024, aims to empower and support the development of energy communities across Europe through small lump sum grants and targeted capacity-building programs.

Smart Grid Technologies

The success of local energy markets is underpinned by the deployment of smart grid technologies and advanced metering infrastructure. These technologies enable the seamless integration of distributed energy resources, such as rooftop solar panels and residential battery storage systems, into the energy system.

By facilitating real-time data exchange and enabling automated demand-side management, smart grid technologies allow energy communities to optimize their energy consumption, storage, and distribution. This, in turn, enhances grid resilience, reduces energy losses, and enables the more effective integration of renewable energy sources.

Moreover, the availability of energy management systems and demand response capabilities empowers energy community members to actively participate in the energy market, providing valuable flexibility services and contributing to the overall stability of the grid.

Regulatory Sandboxes and Community Engagement

To further support the development of smart energy communities, policymakers are exploring the use of regulatory sandboxes. These controlled environments allow for the testing and validation of innovative technologies, business models, and market mechanisms, enabling regulators to adapt the regulatory framework in response to the evolving needs of local energy markets.

Alongside these regulatory initiatives, the engagement of local stakeholders, including citizens, businesses, and community organizations, is crucial for the success of smart energy communities. By fostering inclusive dialogue and co-creating solutions, policymakers can ensure that the regulatory frameworks and support mechanisms truly address the needs and aspirations of local communities.

The European Union’s commitment to empowering energy communities is evidenced by the various policy measures and support initiatives that have been introduced in recent years.
